In the early Meiji period, the Iwakura Mission, as the largest and most influential mission in the beginning of modern Japan, visited Europe with the purpose of 'Learning from the Outside Wodd". The Reports of Their Visits to America and Europe and RIJIKOUTEI by Fujimaro Tanaka are two important records of this visit, both of which cover multiple aspects of library in the Europe, including sources and components of their collections, their operation strategies and roles they played in the society of that time. Still, differ- ences are visibly detected between these two books. Specifically, The Reports of Their Visits to America and Europe is centered on governmental supports, paid services, and circulation management; RUIKOUTEI mainly involves the topic of education nature of libraries from the perspective of education, In short, divergences between these two records have significant influence on the development of the cause of the public library of modern Japan as well as associated ideas.
