摘要
目前社会认识存在普遍误区,认为高速铁路安全是铁路系统内部的事,与自己关系不大。但是高速铁路点多线长,影响安全的因素极其复杂,仅靠高速铁路系统内部很难实现安全需求,需要借助外部力量共同维护高速铁路安全。因此,在不断强化高速铁路安全内部防范的同时,应该强化高速铁路安全的社会公共责任,以社会共治的方式,依靠全社会力量维护高速铁路安全。基于此,需要对高速铁路安全社会公共责任进行深入研究,界定其内涵,细分其内容,定位其属性,探索其实现途径,为高速铁路安全治理提供理论依据。
There are widespread misunderstandings in the present society,it believes that the safety of high speed railways should be responsible for the internal railway system,it has nothing to do with one ＇s own relationship. However,the safety of high-speed railway can not only be achieved by its internal system,but also needs external forces to maintain it together,because high-speed railway lines are long,and the factors involved are very complex. Therefore,On the one hand,we should constantly strengthen the internal prevention of the safety of the high-speed railway,on the other hand,we should strengthen the social and public responsibility of the safety of high speed railway. We should rely on the social power to maintain the safety of the high speed railway by the way of social co-governance. Based on this, We need to systematically study the social public responsibility of high-speed railway safety by defining its connotation,subdividing its contents,distinguishing its attributes,and exploring its implementation,it can provide theoretical support for the safety management of high speed railway.
