摘要
为推进河道和水库工程管理与保护工作,建立范围明确、权属清晰、责任落实的管理保护责任体系,文中从确立责任主体、划界标准、测绘技术等方面阐述了开展河道管理范围和水库工程管理与保护范围划界工作中遇到的一些问题。结合省外开展此项工作的具体做法和山西省实际情况提出了相应的对策建议和措施,对推进山西省河库和水利工程保护范围划界确权工作具有借鉴意义。
In order to promote the management and protection work of river courses and reservoirs,and to establish a management system with clear scope,clear ownership,and accountability,this paper elaborates some problems encountered in the development of the delimitation of river and reservoir from aspects of establishing the main body of responsibility,demarcation standards,surveying and mapping technology and so on. Combining with the specific practices of other provinces to carry out this work and the actual situation in our province,the corresponding countermeasures,suggestions and measures are put forward,which are of significance for advancing the demarcation and delimitation of river banks and water conservancy projects in Shanxi Province.
