摘要
随着"逆全球化"浪潮的兴起,当前全球政治经济发展已处于全球化进程的十字路口。全球化的利益分配不均引发"受益群体"与"受损群体"之间的矛盾冲突,西方发达国家在现有全球产业分工布局下出现的产业空心化与高失业率问题,新自由主义政策范式的惯性影响,以及以美国为代表的西方发达国家在全球化上的战略收缩,是导致保守主义、孤立主义与民粹主义盛行从而导致逆全球化出现的主要原因。"逆全球化"浪潮只能严重破坏全球自由贸易与经济体系的正常运转,侵蚀人类社会合作共赢的成果,给全球政治经济发展带来新的问题与挑战。面对"逆全球化"浪潮的冲击和影响,作为全球最大的发展中国家,中国应致力于以"中国方案"和"中国应对"参与新一轮全球化规则的建设与全球治理,在推动"新全球化"的过程中积极贡献包括"一带一路"与"人类命运共同体"在内的全球治理理念与治理规则等公共产品,以创造新的全球化净收益,引领新全球化的进程。
With the rise of the ＂reverse globalization＂ wave, the current global political and economic development is already at the crossroads of globalization. The uneven distribution of interests in globalization has caused conflicts between ＂beneficiary groups＂ and ＂impaired groups＂. The issues with western developed countries under the current global industrial division of labor, such as industrial hollowing and high unemployment, the inertial influence of the paradigm of neoliberal policies, and the strategic shrinkage of the western developed countries represented by the United States, these are the main reasons that have led to the prevalence of conservatism, isolationism, populism, and eventually reverse globalization. The wave of ＂reverse globalization＂ can ouly severely undermine the normal operation of the global free trade and economic system, erode the achievements of human society in win-win cooperation, and bring new problems and challenges to the global political and economic development. In the face of the impact of the ＂reverse globalization＂ wave, as the world＇s largest developing country, China should commit itself to participating in the new round of global rules and global governance with the ＂China Solution＂ and ＂China Response＂. In the process of promoting ＂new globalization＂, it should actively contribute to the supply of public goods of global governance concepts and rules, including the ＂Belt and Road Initiative＂ and the＂ community of shared future for mankind＂, so as to create new global net benefits, and to lead the process of new globalization.
