摘要
北京政府时期的私立大学得以蓬勃发展,然而其背后也存在教育治理失序问题。鼓励引导有余,规范管理力度不足;制度化手段不完善;中央政府控制力式微等是造成私立大学治理失序的原因所在。为此,北京政府调适私立大学治理方式,采取通过制度化的手段谋求私立大学创办"数量"与"质量"之间的平衡;规范私立大学内部治理结构;强化立案认可制度,进行分类管理等措施规范办学。通过对北京政府时期私立大学治理的探讨,能对当前民办高等教育的改革与发展有所裨益。
During the period of Beijing Government,private universities had flourished,but there existed education governance disorder.There＇re more encouragement,but insufficient regulation,as well as imperfect system and week control of central government,which resulted in the governance disorder.To adjust and adapt the disorder,Beijing Government balanced the quantity and quality of private universities by establishing the system,regulated the internal governance structures of the private universities,strengthened the registration and accreditation,implement classified management.It could offer some experience for the private higher education reform and development.
