摘要
党和国家机构改革是新时代党和国家机构职能体系的重构,为推进国家治理体系和治理能力现代化扫清体制机制障碍,为加快中国转型发展、防范风险、应对挑战提供保障。这次党和国家机构改革注重顶层设计,坚持党的全面领导、以人民为中心、优化协同高效、全面依法治国的原则,着重优化政府机构设置和职能配置,统筹党政军群机构改革,合理设置地方机构,推进机构编制法定化。党和国家机构改革会遇到既得利益集团和政府自身的阻力。党政机构职能体系统筹、降低党政机构运行成本、解决整合后的融合以及人员的分流是党和国家机构改革的难点。
The reform of the party and state institutions is the reconstruction of the functional system of the party and state institutions in the new era.It can clear the institutional obstacles for the advancement and the modernization of governance capabilities,and provide guarantees for accelerating China＇s transformation and development,preventing risks and coping with challenges.The reform of the party and state institutions focuses on top-level design adhering to the principles of comprehensive leadership of the party,with people-centered and optimized efficient coordination,comprehensively managing country in accordance with the law.It focuses on optimizing the government institutional setup and functional configuration,making overall arrangements for the reform of the party,government,and army-branch organizations and setting up local institutions and promotes institutionalization.The reform of the party and state institutions will encounter resistance from vested interest groups and the government itself.Systematic development of functions and functions of party and government organizations,reduction of operating costs of party and government organizations,integration after resolving integration,and diversion of personnel are difficulties in the reform of party and state institutions.
