摘要
风险管理在诸多领域得到广泛应用和推广,但水土保持风险管理理论与实践尚非常缺乏。风险管理为水土保持信息化、现代化管理提供了一种新的理论和方法。根据风险管理国际标准,界定了水土流失风险、水土保持风险管理内涵,结合水土保持工作实际,创新性提出了水土保持风险管理过程,包括建立环境、风险评估、风险应对、水土流失动态监测与评价、沟通与咨询,并探讨了各过程工作内容,以期推动水土保持风险管理实施进程。
Risk management has been widely adopted and extended in many areas. However, there is few theory and practice relating to soil and water conservation risk management that will provide a new theory and methodology for information-based and modernized management. In accordance with international standards of risk management, the risks of soil erosion and connotation of soil and water conservation risk management are defined. Considering the actual situation of soil and water conservation, the processes of risk management of soil and conservation are worked out, including environment establishment, risk assessment, risk response, dynamic monitoring and evaluation of soil and water loss. Discussions are made on working contents of each process, in order to facilitate the progress of risk management of soil and water conservation.
