摘要
广西作为沿海、沿边、沿江的少数民族地区,既有国家赋予的民族自治权,又有"一带一路"国家经济发展倡议部署的地域优势,广西所蕴藏丰富的少数民族文化资源更是为自身经济发展提供了有力的底蕴。在对少数民族特色村寨保护上,必须立足于自身特色,并加大对于法治保护方式的探讨。经济发展是一把双刃剑,一方面,经济发展的成果可以用于保护民族文化,民族文化也可以促进经济的发展。另一方面,过于重利的经济发展会以破坏民族特色的物质与非物质文化为代价。因此,对于留存于广西的少数民族特色村寨这一国之瑰宝,对其保护不能仅仅依赖于村寨居民的自觉,国家与政府必须有所作为,此时通过更新行政法治思维和行政法治的实施方式来推进广西少数民族特色村寨的保护更具有现实意义。
Guangxi, as a coastal region along the Border Regions and a minority nationality along the river-edge, enjoys the national autonomous rights by the State as well as the regional advantages of ＂The Belt and Road＂ Initiative for the development of national economic development. Guangxi is rich with ethnic minorities’ cultural resources which provide a strong foundation to their own economic development. In the protection of ethnic minority villages, their own characteristics must be the base and the discussion on the method of legal protection is needed. Economic development is a double-edged sword. On the one hand, the fruits of economic development can be used to protect the national culture and the national culture can also promote economic development. On the other hand, over-prominence of economic development will come at the expense of the material and intangible culture that undermines the national identity. Therefore, for the treasures of a country with ethnic characteristics preserved in Guangxi, its protection can not rely solely on the self-consciousness of the villagers. The State and the government must make an effort. Renewing the way of thinking of administrative law and implementing the administrative law and order to promote the protection of ethnic minority villages in Guangxi will bring about more practical significances.
