摘要
海南经济特区今天取得的巨大成就,离不开政府的科学决策和宏观引导,特别是财税政策的鼎力支持。文章在梳理海南30年跨越式发展的基础上,分析评价财税政策对海南经济社会发展的影响,结合新形势,提出建设创新驱动型、协调发展型、民生共享型和阳光绩效型等"四型"财政,以期充分发挥海南经济发展优势,打造海南经济腾飞新引擎,促进海南经济持续、稳定、协调发展。
The great achievements of Hainan Special Economic Zone today are inseparable from the scientific decision-making and macro guidance of the government,particularly the vigorous support of fiscal and taxation policies. On the basis of sorting throagh the 30 years of leap-forward development in Hainan,this paper analyzes and evaluates the impact of fiscal and tax policies on Hainan＇s economic and social development. In light of the new situation,it puts forward four types of finance such as innovation-driven,coordinated development,people＇s livelihood sharing and sunshine performance so as to to give full play to the advantages of Hainan＇s economic development,to build a new engine for Hainan＇s economic take-off and to promote the sustainable,stable,and coordinated development of Hainan＇s economy.
