摘要
对中国城市轨道交通的发展作了回顾和总结,揭示了现阶段中国城市轨道交通发展中存在的主要问题,并提出了解决这些问题的思路与建议。中国城市轨道交通发展经历了三个阶段:缓缓起步阶段,快速发展阶段,"爆发式"发展阶段。城市轨道交通爆发式的增长,对资金、人才和前期工作等支撑资源造成难以承受的压力,应引起全行业的高度重视。为促进中国城市轨道交通健康有序发展,提出了以下建议:与时俱进,改进管理政策,进一步明确管理对象;及时总结和推广经验,推动后发城市高水平发展;因地制宜,合理选择制式;发展多制式城市轨道交通以适应多种运量级别的需求;注意产能布局与合理竞争;培养人文理念,加强乘客文明行为的引导和规范。
Through a retrospect and summary of urban rail transit development in China,the main problems existing at the present stage of urban rail transit development are revealed,corresponding solutions are proposed. There are three stages in the development of urban rail transit in China：the slow starting stage;the rapid developing stage and the explosive＂development stage＂. Since the last one has caused unbearable pressure on the supporting resources like investment,talent training and early works,higher attention of the whole industry is therefore required. To promote a healthy and orderly development,following points of suggestion are proposed：improve the manage policies with times and clear the management object;summarize and promote experiences timely to enhance the development levels of the backward cities;select reasonable system according to the local conditions;develop multi-volume and multi-mode urban rail transit;pay attention to the productivity layout and reasonable competition;cultivate the humanistic idea for passengers,strengthen the guidance and standardization for civilized behaviors.
