摘要
"精准扶贫"政策核心即"精准识别"、"精准帮扶"与"精准管理",重点在如何"精准"、是否"精准"。精准扶贫开发对促进经济发展、社会和谐、文化繁荣将起到举足轻重的作用,而农业人力资源开发的质量和程度直接影响到精准扶贫的效果。本文立足于"一带一路"倡议背景,从欧洲、美国、亚洲及我国的农业人力资源开发模式入手,进而分析农业人力资源开发在精准扶贫中的运用及过程中存在的问题,总结沿线国家农业人力资源开发模式中的创新之处和值得我国学习借鉴的方面,助推精准扶贫工程的顺利推进。
The core of"targeted poverty alleviation"policy is"targeted identification","targeted help"and"targeted management",focusing on how to be"targeted"and whether to be"targeted".The development of targeted poverty alleviation plays an important role in economic development,social harmony and cultural prosperity,however,the effect of targeted poverty alleviation is directly influenced by the quality and degree of agricultural human resource development(HRD).Based on the"Belt and Road Initiatives"(BR),the paper presents the modes of agricultural human resource development in Europe,the United States,Asia and China,analyzes the application of HRD in targeted poverty alleviation and the problems in the process,and summarizes the innovations in agricultural HRD modes in the countries along the line and the aspects that can learn to promote the progress of the targeted poverty alleviation projects moothly.
