摘要
"五大发展理念"是加快东北老工业基地改革振兴的基本遵循,创新驱动是东北老工业基地全面振兴的首要推动力。面对创新驱动发展的体制机制不完善、创新要素发展不充分、企业为主体的创新体系尚未成熟等制约因素,需要通过创新驱动发展营造公平公正的市场环境。创新驱动东北老工业基地改革振兴,需要大力发展创新创业型经济,让更多的新产品、新模式、新业态快速成长,从根本上扭转东北老工业基地新旧动力转换产生的窘境,形成东北创新发展的区域优势,早日实现东北老工业基地全面振兴。
＂Five development concepts＂ are basic principles of speeding up reform and revitalization of old industrial base in northeast china. The innovation drive is the primary driving force of overall revitalization of the old industrial base in northeast, imperfect innovation-driven development system, inadequate innovation elements development, immature enterprise-oriented innovation system and other restrictive factors need to be improved through innovation- driven development, so as to create a fair and just market environment. The reform of the old industrial base in Northeast China needs to vigorously develop an innovative economy, so that more new products, new models and new forms of business can grow rapidly, thus fundamentally solve the dilemma arising from the transformation of new and old power in the old industrial base of Northeast China, form the regional advantage of northeast innovation and development, and realize fully revitalization of northeast old industrial base early.
