On the Efficiency of the Agricultural Information Resources Allocation in China

摘要 本研究运用三阶段数据包络分析法(DEA模型),对2015年我国34个省级行政单位中的31个省(自治区、直辖市)(不含香港特别行政区、澳门特别行政区和台湾省)农业信息资源配置效率进行定量分析。研究得出:环境因素对农业信息资源配置效率产生显著影响,城市化水平、农村居民受教育水平以及农村居民人均可支配收入对效率提高产生有利影响,财政支农支出不利于效率提高;对比调整前后的农业信息资源配置效率,东部沿海发达地区的综合效率大多下降,广东省在调整前后,效率均未达到0.60,而欠发达省份效率大多上升,而且云南省、海南省因状况的改善而处于技术前沿面。中国农业信息资源配置效率可划分为四种类型,分别为纯技术效率和规模效率均大于临界值;纯技术效率低于临界值和规模效率高于临界值;纯技术效率和规模效率值均在临界值之下;纯技术效率高于临界值和规模效率低于临界值。因此,提升我国农业信息资源配置效率,各地区应当在完善农村素质教育、有序地推进城市化进程和有针对性地改进财政支农政策组合的同时,结合自身所处类型,因地制宜而有针对性地从整合农业信息资源,促进共享,扩大农业信息资源配置规模;引进国外成熟信息管理理念,注重技术创新与制度变革,逐步建立新形势下的农业信息化发展体系;强化管理创新和农业信息资源的集中配置,以有效提高相关地区农业信息资源配置效率。 The three-stage data envelopment analysis (DEA) model is used to make a quantitative analysis of the efficiency of the agricultural information resources allocation of 31 provinces (excluding Hong Kong, Macao and Taiwan) in China in 2015. Results show that the efficiency of China's agricultural information resources allocation is remarkably affected by environmental factors; and such factors as the per capita disposable income of rural residents, the level of urbanization and the education of rural residents are all beneficial to the improvement of the efficiency, but the public expenditure on agriculture produces negative effects on the efficiency. The comparison between the pre-adjustment efficiency and the post-adjustment one shows that the comprehensive efficiency of many eastern coastal developed provinces is in a state of decline. For example, the efficiency of Guangdong Province failed to reach 0.6 both before and after adjustment while the efficiency of most less developed provinces (especially the provinces of Yunnan and Hainan, which are both at the forefront of technology due to the improvement of their efficiency) is in a state of rise. The efficiency of the agricultural information resources allocation in China can be divided into four types: the one in which both the pure technical efficiency and the scale one are greater than the critical value; the one in which the pure technical efficiency is below the critical value while the scale one is above it; the one in which both the pure technical efficiency and the scale one are under the critical value; and the one in which the pure technical efficiency is above the critical value but the scale one is below it. It is suggested that all provinces (except Hong Kong, Macao and Taiwan) should perfect the rural quality- oriented education, promote the process of urbanization in an orderly way and improve the fiscal policy of supporting agriculture pointedly, and at the same time integrate agricultural information resources and promote re
