摘要
随着城市化进程的加快,居民消费结构的升级和互联网的普及,社区商业发展对民族自治地方政府提出了诸多挑战。从政策执行的角度,运用T·史密斯政策执行过程模型分析民族自治地方政府实施社区商业政策所遇之阻力问题。其政策本身不成完整系统、内容不适应、政策目标不明确;政策执行主体权力不在责任线上、自治能力式微、执行机制无力;执行环境中地缘条件差、民族文化多元、风俗习惯迥异、民族关系复杂;目标群体利益取向、认知能力和参与水平不高是民族地区社区商业政策执行的重大阻力,须针对这几方着力,才能提升民族自治地方政府实施社区商业发展政策的能力。
With the acceleration of the urbanization process,the upgrading of the consumption structure of the residents and the popularization of the Internet,the community commercial development has put forward many challenges to the government of the national autonomous areas.From the perspective of policy implementation,this paper analyzes the difficulties faced by the government of national autonomous government in implementing the policy of community business development,using the T Smith policy implementation process model.The autonomy of the local government is not complete,the content is not suited,the policy objectives are not clear; the policy implementation of the main body of power and responsibility,the autonomy is weak,the implementation mechanism is weak; policy implementation environment in the geographical conditions are poor,national culture diversity,customs The relationship between the interests of the target groups,cognitive ability and participation level is not high is the national autonomy of local community business development policy implementation of the important constraints,we must work from these aspects in order to enhance the ability of national autonomous areas government to implement community business development Policy.
