摘要
扩大高校专业设置权是全面深化教育行政管理体制改革的重要组成部分,对激发高校办学活力、增强教育的有效供给具有巨大推动作用。但目前专业设置权下放中的突出问题是政府如何"放得下"、"放到位",高校如何"接得住"、"用得好",以免重蹈"一放就乱、一收就死"的怪圈。为此,需要建立起由政府、高校、学生、社会等各利益相关者参与的专业设置共同治理机制,实现专业设置权相互制衡、专业规划共同参与、专业信息共享、专业质量共同保障和专业人才市场共建,以切实增强专业设置的效益和质量。
Expanding the right of specialties settings in universities is an important part of promoting the reform of educational administration system. It has a significant effect to stimulate the vitality of universities and increase the effective supply of education.However, the current issue in the decentralization of specialties settings is how the government can transfer the right of specialties settings appropriately to the universities and how universities can properly use this right so as to avoid repeating the mistakes of inappropriately using the right of specialties settings. Therefore, it is necessary to establish co-governance mechanism of universities that involves stakeholders, such as governments, universities, students, and the society, in order to balance the power of specialties settings, co-participate in specialties construction, share the professional information, co-guarantee the specialties quality and co-construct the talent market. This mechanism will be beneficial to increase the effect and quality of specialties settings.
