摘要
上海建设具有全球影响力的科技创新中心,应与"一带一路"倡议协同对接,以全球科创中心建设为基点,构建以区域价值链的创新引领者为核心,以创新要素的高效配置者、互联互通的技术支持者、重大议题的研发合作者和治理创新的规则贡献者为支撑的"1+4"协同需求框架,从战略共济、标准先行、主体互通、项目共建、服务共享和合作共赢等方面推进建设相应的协同机制。
In order to build a ＂science and technology innovation center with global influence＂,Shanghai should coordinate with ＂The Belt and Road＂initiative,with the establishment of the Global Science and Innovation Center as the starting point,build a＂1＋ 4＂collaborative demand framework which take the leading of regional value chain innovation as the core,supported by the efficient allocators of innovative elements,interconnectivity technical supporter,the R D collaborators of the major issues and the rule contributors of the governance innovation,and promote the construction of corresponding synergy mechanisms from six aspects of strategic mutual assistance,standard advance,main body mutual communication,project co-construction,service sharing and win-win cooperation.
