高校教师领办社工机构的行为剖析及政策选择

摘要 高校教师领办社工机构的动因主要有三:接受政府邀请;专业情怀和使命感;利益驱使。这一行为,虽在一定程度上有助于快速、准确和有效地落实党和国家提出的要大力发展专业社会工作的政策,促进我国专业社会工作教育的发展,加速我国专业社会工作的本土化进程,提高社会工作专业教师收入及领办者所在高校和专业影响力,但同时也会对领办者的本职工作和生活、所在学校及其学科建设、非高校教师领办的社工机构及我国专业社会工作的未来产生非常严重的负面影响。因此,各地应基于自身专业社会工作发展的实际,对其先后采取支持和鼓励、限制和规范、禁止和引导退出政策。 There are three main motivations of leading social work agency by teachers in colleges and universities: acceptance of governmental invitation,professional feelings and sense of mission,and interest drive. Although it is helpful to implement the party and the state policies of developing social work fastly,accurately and effectively,helpful to promote the development of professional education of social work in China,helpful to accelerate the localization process of professional social work,and helpful to improve the social work professional teachers' income and the influence of their university and professional,at the same time,it has serious negative effects on the leader's duty and life,their university,especially the construction of disciplines,other social work agencies,and which will eventually lead to professional social work in China's development deformity.So we suggest that all places should adopt different policy successively according to the practical development of social work by support and encouragement,by restrictions and regulateions and by prohibitions and guidance exit.
