摘要
本文通过分析黑龙江省耕地及后备资源的数量、分布、质量等特征,提出黑龙江省耕地及后备资源利用中存在的问题和可能出现的问题,综合分析现有耕地及耕地后备资源开发利用保护中的自然、社会及生态条件等有利条件和限制因素,为下一步耕地后备资源的稳定开发与利用奠定基础,为科学制定相关耕地保护政策提供决策依据,为制定黑龙江省土地资源开发利用规划、土地整治工作深入开展和土地管理工作提供准确、详实的土地资源依据,进一步补充和完善黑龙江省市国土资源管理信息系统,将进一步推进国土数字化建设,实现黑龙江省经济社会快速健康发展的基础性工作。
Based on the analysis of the quantity, distribution and quality of cultivated land and reserve resources in Heilongjiang Province, this paper puts forward the current problems and potential problems in utilization of cultivated land and reserve resources in Heilongjiang Province, the comprehensively analyses the advantages and constraints of natural, social and ecological conditions in development and utilization of the existing reserve resources of culti-ated land and cultivated land. Besides, this paper lays the foundation for the development and utilization of cultivated land reserve resourcesin next step, provides decision-making basis for the scientific development and protection policy of relevant arable land, offers accurate and detailed basis of land resources for further development plan, remediation and managem-ent of land resources in Heilongjiang Province,improves the Heilongjiang Province Land and Resources Management Information System, which will further promote the digital construct-ion of land to achieve rapid economic and achieve the basic work of fast and healthily social development in Heilongjiang Province.
