摘要
发展产业共生网络是建设生态工业园区的核心任务。基于历史文献,系统梳理影响产业共生网络形成的驱动因子和障碍因子,采用问卷调查法与因子分析法试图探寻其中的关键因素。研究结果显示:影响产业共生网络形成的因素可归纳为经济、技术与资源、企业认知与能力、政策制度、合作氛围、环境意识与效益六方面,其中,经济因素、技术与资源因素是影响产业共生网络形成的关键因素;严厉的控制型政策相比激励型政策对驱动企业实施共生项目更为有效;企业认知与能力是共生项目开展的重要阻碍因素。基于分析结果,提出相关政策建议,以更好地推进生态工业园区的发展。
Development of industrial symbiosis network （ISN） is the core task of establishing an eco - industrial park. The paper summarizes driving factors and obstacle factors which influencing the formation of ISN based on historical docu- ments, tries to discover key factors through questionnaires and factor analysis. The results show that, influence factors can be summarized as six areas including economy, technology and resources, corporate knowledge and ability, policies and regulations, cooperative atmosphere, environmental awareness and effectiveness. Among them, economic, technology and resources factors are the key factors influencing the ISN formation; it is more effective to drive enterprises to implement symbiotic projects by rigorous controlling policies compared to incentive - based supportive policies; enterprise cognition and ability are important hindrances to develop symbiotic projects. Finally, the paper puts forward some policy suggestions based on the results in order to develop ISN.
