摘要
创新驱动重污染行业绿色转型成为新时代经济发展的必然选择。基于绿色创新兼具创新和绿色的双重属性,研究构建了涵盖创新效率与绿色效率的DEA-RAM联合效率模型,对中国16个重污染行业绿色创新效率进行评价;基于绿色创新影响因素间存在的交互属性,使用能够处理多重交互、组合式路径问题的模糊集定性比较分析方法,对绿色创新效率提升模式构建加以探讨。研究发现:当前中国重污染行业处于"创新却不绿色"的转型阶段,创新活动运行良好,但行业环境污染负外部性依然明显,绿色技术的创新与应用有待进一步加强;重污染行业各行业绿色效率普遍低于创新效率,行业政策绿色创新效率受到绿色效率的拖累,改善绿色效率成为提升绿色与创新效率协同效应的关键;组合式效率提升模式中,小规模重污染行业企业应该以环境规制、外商科研支持为基础,辅以精简的科研人员,而政府科研支持此时并不重要;抛开企业规模大小因素,重污染行业企业应以环境规制、政府科研支持为基础,辅以精简科研人员和少量优质外商科研支持。基于研究结论,中国重污染行业的绿色转型,需要不断加大科研资金投入,促进绿色技术的推广与应用;继续严格执行环境规制政策,提高企业绿色环保自觉性;转变政策实施理念,积极探索绿色创新政策的多元互补方式。
In the new era of econonfic development, it is an inevitable choice that the heavy polluted industries should be transformed to the green industry by the innovation. The DEA-RAM combined efficiency model which covers the innovation efficiency and green efficiency has been constructed in this study, and the green innovation effieieneies of 16 China' s heavy polluted industries have been evaluated based on the dual attributes of green and innovation. The method of fuzzy sets qualitative comparative analysis which can deal with the problems of nmltiple interactions and combined path has been applied to discuss the construction of efficiency promotion model of green innovation based on the interactive attributes of green innovation ilffluenees factors. It is found in this study that the current China' s heavy polluted industries are still in the transformation stage of ' innovation without green'. The innovation activities are in relative good conditions, while the negative extemalily of the industry environmental pollution is still obvious, and thus the innovation and application of green technology should be strengthened further; meanwhile, the green efficiency is generally lower than the innovation efficiency in the heavy polluted industries, the green innovation efficiency of the industry policy is encumbered by the green efficiency, and thus the improvenlent of green efficiency is the key point to the cooperative effect of improving the green and innovation efficiency; in the model of combined efficiency improvement, the small-scale and heavy polluted enterprises should take the environmental regulations and foreign merchants ' scientific research supports as the basis, and simplify the scientific research personnel as the supplementary method, and moreover the governments' scientific research supports are not imporlant at this moment; regardless of the enterprises 'seale, the heavy polluted enterprises should take the environmental regulations and governments ' seientifie research supports as th
