摘要
海洋经济具有典型的国际性、开放性特征,是沿海地区及湾区经济发展的重要形态。基于粤港澳大湾区海洋经济要素特征,构建海洋经济要素流动对湾区经济开放合作的作用机制框架,发现海洋经济在湾区经济开放合作中作用显著,并对粤港澳间海洋经济持续增长、粤港澳区域海洋经济协同发展以及推进"一带一路"建设具有明显的促进作用。通过陆海统筹推进湾区资源融合、推进湾区要素的国际流动、发挥金融要素促进海洋经济开放合作发展的作用,以及合理界定政府与市场的边界,可以推动粤港澳大湾区建设。
Marine economy has typical characteristics of internationalism and openness,which is an important form for the economic development of coastal areas and bay areas.Based on the characteristics of the marine economic factors of Guangdong-Hong Kong-Macao Bay Area,this article builds the mechanism framework of marine economic element flow functioning on economic cooperation and development in the open area,through which it is found that the ocean plays a significant role in promoting the ocean economy growth,the coordinated development and the Belt and Road construction.By evaluating the marine economic development capacity of Guangdong-Hong Kong-Macao Bay Area,some suggestions are put forward for the construction of the area including the integration of resources on land and in the sea,the promotion of international element flow,the utilization of finance and the reasonable definition of the boundary between government and market.
