摘要
俄罗斯是中国"一带一路"倡议的深度合作国之一,中俄经贸合作对"一带一路"建设的影响重大且深远。"一带一路"背景下的中俄经贸合作,在政策沟通方面达成了一系列顶层共识,在设施联通方面签署并实施了一系列合作协议,在贸易畅通和资金融通方面亦取得了一定进展。但合作同时也存在诸多问题,如俄方的警戒心理,设施联通建设落后,双方贸易规模小、层次低、方式单一、相互投资规模过小、贸易壁垒较多,资金融通不畅等。在当前国际形势下,面对存在的问题,双方尤应坚持平等协商、求同存异的原则,在寻求利益共同点的基础上,采取多方面措施积极解决存在的问题,以推动"一带一路"倡议下双方经贸合作进一步发展,最终实现互利共赢。
Russia is one of the deep cooperation partners of China’s The Belt and Road Initiative,and the economic and trade cooperation between China and Russia has a significant and far-reaching impact on the construction of the initiative.China-Russia economic and trade cooperation under The Belt and Road has reached a series of top-level consensus on policy communication.China and Russia have signed and implemented a series of cooperation agreements in terms of facities and connectivity,some progress has also been made in the trade connectivity and financial integration.However,there are many problems in the cooperation at the same time.For example,the caution psychology of Russia,the underdevelopment of facilities unicom,the small scale and low level of trade between the two sides,the existence of many trade barriers,and the poor financial facilities,ect..Under the current international situation,facing the exisiting problems,both sides should insist on the principle of equal consultation and seek common interests while putting aside differences to promote the development of bilateral economic and trade cooperation under The Belt and Road Initiative,to eventually achieve mutual benefit and win-win results.
