摘要
作为社会治理的基本单元,城市社区的治理不仅同党和国家大政方针的贯彻落实有密切联系,还关系到基层的和谐稳定,与居民群众的切身利益密切相关。社区内的老年人群体作为居民参与的重要力量,其参与程度和参与效果对社区治理和社区建设具有重要意义。中小城市受制于自身发展的历史路径依赖和资源限制,其老年人群体的社区参与效果不佳。忻州市作为典型的中小城市,其老年居民的社区参与呈现出参与感薄弱、对社区事务知情度不高、参与层次较低和缺乏参与的条件和保障等问题,需要通过引导老年居民转变观念、完善社区建设以满足老年居民的参与需求、转变政府职能这三条途径来加以促进和保障。
Community is the basic unit of social governance.City community governance is not only related to the national fundamental policy implementation,but also the stability and harmony of interests and grassroots citizens.As an important force for the participation of the residents in the community,the degree of participation and the effect of participation are of great significance to the community governance and community construction.The medium and small-sized cities are subject to the historical path dependence and resource restriction of their own development,and the effect of the community participation of the elderly population is not good.Xinzhou city as a typical medium and small-sized city,the elderly residents of community participation shows a weak sense of participation,the rate of community affairs informed is not high,and the level of participation is low and lack of security conditions for participation.So it needs to guide the elderly residents to change ideas,improve the community construction to meet the demands of the elderly residents and transform government functions to promote and protect the community participation of the elderly residents.
