摘要
随着互联网技术的快速发展和公民意识的日益增强,极大地改变了社会状况和社会需求。一方面,政府部门拥有了大量的公共数据,并且具有方便快捷地向公众开放这些数据的能力。另一方面,公众已不再满足于政府部门只是在信息层面上进行公开,而是要在信息公开的基础上再作更深层次的数据开放。因为这些公共数据,既是政府治理水平的体现,又是社会各方实施行为决策的重要参考依据。因此,开放这些数据,既可为社会各方对政府治理状况进行民主评议提供依据,又可让社会各方充分利用这些数据去创造更大的社会价值。所以,政府开放数据是当今社会发展的必然选择,已成为政府管理的一项重要议题。本文根据北京市、贵阳市和佛山市南海区这三个地方政府在开放数据方面的情况,通过运用层次分析法,结合文献研究法、实证研究法和对比分析法探究政府开放数据的发展历程和政府开放数据设计的合理性,找出存在的问题并提出改进和完善的建议,希望能在促进地方政府开放数据的进一步发展方面有所贡献。
With the rapid development of Internet technology and the increasing awareness of citizens,the social conditions and social needs have been greatly changed. On the one hand,government departments have a large number of public data and have the ability to open these data to the public conveniently and quickly. On the other hand,the public is no longer satisfied with the government departments,but only on the information level,but on the basis of information disclosure. Because of these public data,not only embodies the level of government management,and is an important reference for the implementation of the decision-making of the society,therefore,the opening of these data,which can provide the basis for the social status of the parties of democratic appraisal of government governance,and let the social parties make full use of these data to create greater social value. Therefore,the government's opening to the data is an inevitable choice for the development of today's society,and has become an important issue for government management. According to the Beijing City,Guiyang city and Nanhai District of Foshan City,the three local governments in terms of open data,by using the method of AHP,the rationality of history and open government data in the development of design combined with the methods of literature research,empirical research and comparative analysis of open government data,find out the existing problems and puts forward improvement and suggestions,hoping to contribute in promoting the further development of the local government to open data.
