从国际农业科技创新态势到我国山区农业供给侧结构性改革

摘要 农业科技创新是制约农业发展的主要因素。目前,我国农业的发展正处于变革的重要时期,面对我国农业内部深层次的结构性矛盾,如何加快传统农业的改造、推进农业科技化和现代化建设,是实现我国农业转型发展的关键所在。本文总结了发达国家在农业整体战略布局、人才队伍建设、农业科研机构的职能布局及农业科技创新主体等方面的优化措施,结合我国多山特点,提出山地农业科技化发展的重点方向:以生产、生态、服务及产业化带动能力方面为方向,促进山地农业供给侧结构性改革;同时,结合地方特点,构建现代山地特色农业体系。 Agricultural scientific and technical innovation is the main factor limiting the development of agriculture. The op- timized measures in the overall strategic layout of agriculture, the construction of qualified personnel, the functional layout of agricultural research institutes and the main bodies of agricultural innovation in developed countries are worth learning by developing countries. At present, the agricultural development in China is experiencing an important period of change. In the face of deep structural contradictions in agriculture, seeking proper methods to accelerate the transformation of traditional ag- riculture and the promotion of agricultural S&T and its modernization is critical to the transitional development of China's ag- riculture. Therefore, combined with the characteristics of mountainous areas in China, this paper proposes the key directions for the development of mountainous agricultural S&T,i. e. , to promote the supply-side structural reforms of mountainous ag- riculture, focusing on its production, ecology, service and driven capacity of industrialization;and to build a modern moun- tainous characteristic agricultural system by combining the local features.
