摘要
在老龄化特征显著的日本农村地区,如何对持续增加的空置房加以再利用,以及如何对地区内常住的高龄人口施以支援等,已经逐步成为了政策研究的热点课题。本研究针对北海道严寒地区,以"冬期集住"计划的具体实践为例,探讨相关的支援对策。根据案例分析得知,当地居民可共享冬季"集住"设施,且可根据实际需要分季节实行集合与分散居住。这种居住模式揭示了基于自然环境的集住住宅体系建立的可能性。研究同时也发现,集住与季节性居住在运作中亦存在着诸如运营和维护等方面的问题。
In permanent aging rural area, the exploit of vacant house and the support measures tbr the accommodation of elderly people has been becoming hot topic. In this research, we focus specifically on heavy snow areas, and use the scheme of "concentrated living in winter" as an example to discuss the sustainable IMng support measures in heavy snow areas. Based on the analysis on the practice in Hokkaido, it's known that local residents can share winter accommodations and dwell together or apart according to the changing situations. This dwelling model points out to us the possibility of establishing a concentrated dwelling system suits the environment of Hukkaido. However, to cooperate with public welfare and to clarify the deference between them, to relieve the anxiety of the people leaving their homes, and to manage and maintain the seasonal use of the facilities are ones of much more topics yet to be considered.
