摘要
大宗货物协议运输是铁路落实国家供给侧改革的重要举措,有利于企业生产组织、减少供需波动、降低企业和社会物流成本,加快铁路大宗货物协议运输发展,提升铁路货物运输效益。在阐述中国铁路郑州局集团有限公司协议运输现状的基础上,分析大宗货物协议运输影响因素及存在问题,提出大宗货物协议运输发展对策,即加强货源市场调研、提高协议签订质量、优化协调运力配置、建立诚信运行机制,为铁路大宗货物协议运输管理提供参考。
As an important part for the railway sector to fulfill China＇s supply-side reform, bulk cargo transport by railways under agreements carry weight to increase the profits of railway cargo services, with such advantages as facilitating production organization, mitigating negative consequences caused by supply and demand fluctuation, and lowering both the internal and external logistic costs. Based on a review of the practice of cargo transport under agreements by China Railway Group Zhengzhou Co. Ltd., this paper has explored and analyzed the influencing factors, major problems and their causes of this new way to deliver bulk cargo by railways. The paper has also proposed the potential measures to enhance further development of bulk cargo transport under agreements, which include strengthening market surveys, improving the quality of agreements, optimizing allocation of transport capacity and establishing credit mechanism, as reference points to the management of bulk cargo transport under agreements by railways.
