摘要
美国特殊教育发展经历了从救助到教育、从封闭到开放、从隔离到融合、从全纳到卓越四个阶段。经验表明,义务教育法的实施、联邦政府的大力推动、进步主义教育思潮的理论引导和智力测验的广泛运用是推动美国特殊教育蓬勃发展的重要因素。自由、民主与平等的价值理念、政府的主导地位、完善的法律制度建设、教师的专业化水平、人本取向课程教学是当代特殊教育公平与卓越发展目标的核心要义。
American special education has generally experienced four stages of development,that are from aid to education,from closed to open,from separation to integration,from inclusive to excellence since the 19 th Century.The history and experience of its development have shown that the implementation of compulsory education law,federal government' s push,theory guiding of progressive education thought and widespread application of intelligence test are important factors in promoting the rapid development of special education in the United States. And the value concept of freedom,democracy and equality,government' s dominant position,legal system 's perfect construction,teachers' professional level,humanistic orientation of curriculum and teaching design are the contemporary core principles to realize the special education fairness and excellence development goals.
