摘要
作为强化过程管理的重要一环,环境监理在落实建设项目环保"三同时"中的发挥的作用越来越重要。以山东液化天然气(LNG)项目环境监理试点为例,介绍了环境监理的概念、工作范围和组织机构。由于环境监理尚处于起步阶段,面临建设单位对环保工作认识不足、环境监理介入相对滞后、无统一标准、定位不准确、技术力量有限等难点,从完善体系、提升技术水平等方面提出了石油化工建设项目环境监理工作的解决对策。
As an important section of strengthening process management,the environmental supervision plays increasingly important role in implementing the " three simultaneous" system in environmental protection of construction project. Taking Shandong liquefied natural gas( LNG) project as an example,this paper introduces the concept,working scope and organization of environmental supervision. Environmental supervision is still in the initial stage,facing difficulties including insufficient understanding of the construction unit to environmental protection,lagging of environmental supervision,no unified standard,inaccurate positioning, limited technical strength and so forth. These affect and restrict the healthy development of environmental supervision. Aiming at the difficulties,the paper puts forward the countermeasures to solve them in the environmental supervision of petrochemical construction projects from the aspects of improving the system and upgrading the technical level.
