摘要
产业协同是京津冀区域协调发展的重要内容和内生需要。京津冀产业协同面临产业周期不同步、产业环境不协调、产业协同创新不平衡、产业协同动力不充分等问题,造成这些问题的根源在于历史定位差异、行政区域分割、社会组织发育不全。化解这些结构性困境,需要中央政府增强产业协同统筹力度,地方政府改善产业协同市场向度,社会组织强化产业协同深度,以实现京津冀产业平衡且充分的发展。
Industrial coordination is an important part and endogenous needs of the harmonious development of Beijing-Tianjin-Hebei.Industrial coordination of Beijing-Tianjin-Hebei faces a series of challenges such as the inconformity of industrial cycle,the uncoordinated industrial environment,the imbalance of industrial cooperation and innovation,and inadequate industrial synergies.The root causes of these problems lie in the significant differences of historical positioning,administrative division and incomplete development of social organizations.To resolve these structural dilemmas,as proposed,it need that the central government tends to strengthens the overall coordination of industries,the local government proceeds to improves the market orientation of industrial synergy,and the social organizations seeks to strengthen the depth of industrial synergy,aiming to realize sufficient and balanced industrial development of Beijing-Tianjin-Hebei.
