晚清民国时期甘肃教育行政管理机构流变

Evolvement of Educational Administrative Institutions in Gansu Province in the Late Qing Dynasty and the Republic of China

摘要 晚清民国时期甘肃的教育行政管理机构变革,是中国教育由古代社会旧式教育逐步演变为近现代新式教育的组成部分;其变革时间上从1902年一直到1930年代,从层级上分为省级和县级两个层级,具体的体现则主要是机构设置变动和人事变动;甘肃的教育行政管理机构变革有其积极进步的一面,为甘肃当地带来了面向世界的全新视界,但限于时代局限和现实政治的巨大影响,教育行政始终未能摆脱易受行政干涉、教育政策连续受阻、长官任命没有制度保障、教育经费经常被挪用等问题,因而变革缓慢;甘肃的近代教育变革是整个中国政治、经济、文化变革大背景下的一个缩影。 Educational administrative institutions refer to the institutions or departments of governments at all levels that organize and supervise educational undertakings.They are mainly responsible for carrying out national educational policies,formulating and implementing educational regulations according to law,and rationally arranging educational resources(manpower,financial resources,material resources,time,information,etc.).Besides,they plan,organize and control various educational institutions at all levels in a targeted manner so that they can operate effectively to achieve the educational goals.They are not immutable and subject to changes as the society develops.This paper combs their evolvement in Gansu in the late Qing Dynasty and the Republic of China,thereby presenting their historical appearance.
