摘要
在国际技术溢出理论基础上,采用面板数据随机前沿模型,对“一带一路”沿线35国数据进行实证研究,分析对外直接投资逆向技术溢出效应.实证结果表明,我国对“一带一路”沿线国家直接投资产生的逆向技术溢出对我国东部沿海省份的技术进步具有显著促进作用,而对全国总体和中西部省份的技术进步则没有显著促进作用.因此,我国政府和相关企业应该采取差异化投资策略:东部沿海省份应该依托“21世纪海上丝绸之路”建设,扩大对沿线研发资本丰富国家的对外直接投资;中西部省份应该依托“丝绸之路经济带”建设,扩大对沿线发展中国家的对外直接投资,并努力改善对技术溢出的吸收能力;推进与沿线国家互联互通建设,继续深化对外开放,构建对外开放新格局.
Based on international technology spillover theory, we applied stochastic frontier panel data model, made some empirical tests on the 35 countries along the belt and road, analyzed the inverse technology spillovers of outward foreign direct investment (OFDI). The empirical results show that the inverse technology spillovers of OFDI to the counties along the belt and road had a significant role in promoting to technological progress of the eastern coastal provinces, but had no significant role in promoting to technological progress of overall of China and the central and western provinces. Therefore, Our government and relevant enterprises should adopt different investment strategies: the eastern coastal provinces should rely on the "21st Century Maritime Silk Road" construction, expand the direct investment to the R^D capital-rich countries along the belt and road; the central and western provinces should rely on the "Silk Road Economic Belt", and expand the direct investment to the developing countries along the belt and road, and improve the absorptive capacity of technology spillover; we should promote interconnection construction, deep the opening up, and construct a new pattern of opening up.
