摘要
大量文献证实了地方官员对辖区经济增速的影响,但鲜有学者就地方官员的经济增长质量效应开展研究。笔者构建系统GMM模型,基于2000—2015年中国31个省份省委书记变更的面板数据,对省委书记来源的经济增长质量效应进行了实证研究。研究发现:与本省晋升的省委书记相比,非本省晋升的省委书记更能提升辖区经济增长质量,而且这一发现通过了稳健性检验。进一步分析表明:一是在非本省晋升的省委书记中,外省调入省委书记的经济增长质量效应显著为正,而中央"空降"省委书记的经济增长质量效应为负,但不显著。二是从分类经济增长质量指标方面看,非本省晋升省委书记更注重创新和共享方面经济增长质量的提升,但在协调、绿色和开放方面的影响不显著。本文的研究丰富了地方官员治理方面的文献,也为国家官员任职安排和政策制定提供了经验性证据。
Great quantities of literatures confirm the effects of local officials on economic growth in districts, but few scholars have studied the effects of local officials on the quality of economic growth. Therefore, based on the panel data of the provincial party secretaries' turnover of China between 2000 and 2015, this pa- per applies a SYS-GMM model to conduct an empirical analysis on this topic. We find: compared with the provincial party secretaries promoted locally, the ones who are not are better at promoting the quality of eco- nomic growth in districts, and the finding has passed the robustness test. Further analyses show that: (1) among the provincial party secretaries who are not promoted locally, the effects of the provincial party secretaries from other provinces on the quality of economic growth in districts are significantly positive, while the effects of the ones from the central authorities are negative, but not significant ; (2) judging from the sub- index of the quality of economic growth, the provincial party secretaries who are not promoted locally pay more attention to the quality of economic growth in innovation and sharing, but the impact on coordination, green and opening is not significant. This study enriches the research on local official governance, and provides em- pirical evidences for official appointment and policy formulation in China.
