一个国家在发展工业化、城市化、市场化的过程中,国家不仅仅要积极的发展经济,增加国民收入,还要积极的承担公民的福利职责。因此,制定一个适度的国家福利政策,对一个国家公民的基本生活水平能够得到有效的保障。近年来,许多国家在不断探索福利政策的正当性,以及究竟什么样的国家福利政策才是适度的。当代的法哲学以罗尔斯、德沃金和阿玛蒂亚·森等人为代表的平等主义思潮的兴起,使得国家越来越多地关注以人的生活水平和需要作为发展目标,因此国家在制定福利政策的时候越来越关注以人为中心,这对我国的国家福利政策也具有重大借鉴意义。
