摘要
不同时期、不同领域的科技情报工作有着不同的目标定位、工作核心与时代工作重点,是不同社会集团之间利益冲突的产物,而这些认识差异的根源在于对情报定义认知的不同。从"情报是人脑做出的有价值的判断"这一定义出发,文章对新形势下科技情报工作的目标定位、核心与时代工作重点进行了深入思考。认为,科技情报工作的目标定位、核心应紧密围绕情报判读来进行;而科技情报工作的时代重点则由不同时代背景下情报的属性特点及其发展变化来决定。只有充分认识并把握新形势下情报属性特征的变化及由其决定的科技情报工作的目标定位、核心及时代工作重点,才能更好地开展新时期的科技情报工作。
Scientific and technical intelligence service has different objectives and orientations, cores, and working focuses in different periods and different fields. It is the product of interests＇ conflict among different social groups, and the root of the differ- ence lies in the different definitions of intelligence. Starting from the definition of ＂intelligence is a valuable judgment made by the human brain＂, this paper makes an in-depth analysis of the objectives and orientations, cores, and working focuses of scientific and technical intelligence service in new situations. The paper argues that the objectives and orientations, and core of scientific and technical intelligence service should be closely centered on the intelligence interpretation. The working focuses of scientific and tech- nical intelligence service in different times should be determined by the intelligence attributes characteristics and their varia- tions. Only through fully understanding and grasping the variations of intelligence attributes characteristics and the objectives and ori- entations, cores, and working focuses of intelligence work under the new situation, can we carry out the scientific and technical in- telligence service better in the new era.
