摘要
为了实现全面脱贫,我国将兜底扶贫制度纳入精准扶贫的重要措施,帮助无法通过产业扶持、就业帮扶等开发性扶贫制度脱离贫困的特殊群体。河南省在兜底扶贫方面进行了积极探索,各地实践举措各具特色、侧重点不一,既存在共性,也存在独特的个性特征,在助推精准扶贫工作上都产生了显著效果。但是在运行过程中兜底扶贫制度也出现了一些问题,为了避免偏离制度设计的初衷,在实施过程中必须谨记兜底扶贫制度的多措并举、赋权提能和收入调节取向,积极引导社会力量参与,加强相关部门的衔接和扶贫制度的衔接,创新土地兜底扶贫方式,加快推进多层次公共卫生服务体系建设,确保医疗保险资金运行效益。
In order to realize the comprehensive poverty alleviation, China has taken the guaranteed poverty alleviation system as an important measure of targeted poverty alleviation, helping the special group who cannot get out of poverty by industrial support, employment assistance and other development-oriented poverty alleviation system. Henan province carried out active explorations in overall poverty alleviation. The practices of different places have different characteristics and emphases. They have both common characteristics and unique characteristics, which have produced remarkable results in promoting targeted poverty alleviation. However, in the process of operation, the guaranteed poverty alleviation system also has some problems. In order to avoid deviation from the original intention of the system design, we must, in the process of implementation, keep in mind the multi-mea sures, empowerment and income adjustment of the guaranteed poverty alleviation sys between relevant departments and tern, actively guiding social forces to participate, strengthening the linkage between the poverty alleviation systems, innovating land guaranteed poverty alleviation mode, accelerating the construction of a multi-level public health service system and ensuring the operation benefit of medical insuramce funds.
