摘要
上海必须对标国际规则,加大改革创新的力度,进一步理顺政府、企业、市场、社会之间的关系,优化法治化营商环境,为即将出台的统一内外资的法律法规制定相关配套规章做好准备;打造国际化营商环境,用国际规则的理念约束政府行为,建立便利化的营商环境,着力减轻企业负担。
Shanghai must adapt to the international rules,strengthen the reform and innovation,further clarify the relationship between the government,the enterprise,the market and the society,optimize the environment of the rule of law,and make preprations to formulate relevant regulations for the upcoming unified domestic and foreign investment laws and regulations.We should create an international business environment and constrain government actions with the idea of international rules.We should establish a convenient business environment and reduce the burden of enterprises.
