基于熵值TOPSIS模型的我国区域高校科技资源配置能力评价研究 被引量:2

Research on Evaluation of Science and Technology Resource Allocation Ability of Regional Universities in China Based on Entropy TOPSIS Model

摘要 高校是我国科技创新的源泉,其科技资源配置能力的测算与优化对于提高我国科技资源利用效率,发挥高校作为科技资源集聚地和科技创新源头有着十分重要的意义.在前人研究基础之上,通过重新构建各地区高校科技资源配置能力指标体系,并运用熵值法计算指标权重、运用TOPSIS模型测算2005—2015年我国大陆地区31个省区高校的科技资源配置能力,探讨不同区域之间高校科技资源配置能力差距产生的原因,据此提出相应的对策建议.结果显示我国六大区域高校的科技资源配置能力差异显著,地区经济实力对其所在区域高校科技资源投入、产出有着十分重要的影响. The university is the source of scientific and technological innovation in our country. It is helpful to improve the utilization efficiency of science and technology resources in China by measuring and optimizing the ability of science and technology resources allocation in colleges and universities. It is of great significance to play the role of colleges and universities as the gathering place of science and technology resources and the source of scientific and technological innovation. Based on the previous research, this paper uses the entropy method to calculate the index weight by reconstructing the index system of the allocation of science and technology resources in colleges and universities in various regions, and uses the TOPSIS model to measure the allocation capability of scientific and technological resources in China from 2005 to 2015 and to explore the reasons for the gap between the allocation of science and technology resources in different regions, and put forward the corresponding countermeasures and suggestions. The results show that there are significant differences in the allocation of science and technology resources between the six regions of universities in China, and the regional economic strength has a very important impact on the investment and output of science and technology resources in the universities of the regions.
