转向“兜底”:义务教育优质均衡发展的重心 被引量:22

摘要 以"拔高"为重心的义务教育,支持考试竞争和选拔淘汰,造成了教育中的被优质群体和被薄弱群体,也诱导了学生褊狭越界发展和不搭界发展的误区。转向以"兜底"为重心,是指义务教育的发展优先考虑均衡,优先考虑一切学生,优先考虑被薄弱群体,优先考虑国民基础素质目标。这有望直接帮助被薄弱群体走出不搭界发展的误区,也深层关怀被优质群体摆脱褊狭越界发展的困扰,进而推进义务教育可持续的优质均衡发展。 Compulsory education,which has taken 'exalting-high' as the core,supporting exam competition and selective isolatation,has not only led to the group of being highly-qualified and that of being weakened,but also induced the misunderstanding of students' narrow cross-border development and off-border development.Turning to 'bottom-inclusion' as the core means that compulsory education development should give priority to balance,give priority to considering all of the students,give priority to the group of being weakened,give priority to considering the goal of national basic quality.This is not only hopeful to directly help the group of being weakened Step away from the misunderstanding of off-border development,but also help the group of being highly-qualified get rid of the perplex of narrow cross-border development,so as to promote the sustainable balanced development of compulsory education with high quality.
