摘要
采用地级市党报中市委书记鼓励企业创新的新闻报道频次作为地方政府创新激励强度的度量指标,配合工业企业数据,研究了地方政府创新激励政策对企业研发投入的影响。研究发现：（1）地方政府创新激励政策有助于提升企业创新绩效;（2）政策效果更多体现在国有企业和规模较大的企业当中;（3）良好的制度环境有助于提升创新激励政策的实施效果。因此,持续推进创新驱动战略,营造良好的制度环境,是未来实现创新驱动发展的重要保障。
This paper, taking the report frequencies of the Party newspaper at the municipal level that the municipal Party Secretary encourages the enterprises to innovate as the measurement index of local government＇s intensity of innovation incentives, plus the industrial enterprises＇ data, studies the influence of local government＇s innovation incentive policies on the enterprises＇ R＆D input. Results show that local govern- ment innovation incentives can help enhance the innovation performance of the enterprises, innovation incentive policies are more effective for the state-owned enterprises and larger enterprises, and a good institu- tional environment can help to improve the effectiveness of innovation incentives. Thus, continuing to promote innovation-driven strategy and creating a good institutional environment for innovation is an important guarantee for achieving innovation-driven development in the future.
