摘要
建设世界科技强国是现阶段我国重要发展目标之一,中国已崛起为世界科技大国,但要实现科技强国目标还需要在体制和政策方面进行进一步改革。我国在建设世界科技强国时应具有创新生态系统观,需要从高科技产业需求、供给能力和制度设计三个维度出发看科技强国的形成与发展。最后提出,我国只有进行一轮深刻的体制创新,通过加强从下至上的科学决策体系、提升基础研究投入比例、破除大学和科研机构的行政化和同质化、加大开放程度、重塑科技与经济的关系、增强科学文化建设以及让企业成为真正的科技创新主体,才能更快地实现建设世界科技强国的目标。
Building the world Sci-tech power is one of China's most important development goals at present. Although China has become a large country in science and technology, it needs further reform in its system and policy in order to achieve the goal of world Sci-tech power. Based on the view of innovation ecosystem, this paper proposed three dimensions (high-tech industry demand, supply capacity and institutional design) which need to be considered to analyze the formation and evolution of world Sci-tech power. Finally, this paper proposed that only through a series of institutional innovation, including strengthening the bottom-up decision-making system for the development of science, increasing the R&D investment ratio of basic research, getting rid of the administeriza- tion and homogenization of universities and research institutions, increasing openness, reshaping the relationship between sci-tech and economy, enhancing the construction of scientific culture and prompting enterprises to become the core innovation power, can China accelerate the pace of achieving the world Sci-tech power target.
