摘要
目前关于农村牧区基本养老保险的探究不断增加,但其内涵不明确。厘清其深层准确的内涵是有效研究其他对应问题的基础。农村牧区基本养老保险仍然要突出国家的主导地位和资金上的大力支助,强调法律法规的规范以及强制性作用,客体上要囊括所有农牧民,内容上仅限于保障农牧区基本生活,在起始阶段坚持低起点原则,在给付年龄标准上要单独设立并适当降低日历年龄标准。在筹资基数和筹资标准方面较其他基本养老保险而言要大幅降低,并设以不同的适度的档次,以与我国农村牧区的具体经济发展情况相吻合。
Currently exploring the connotation of basic endowment insurance in agricultural and pastoral areas is increasing.But its meaning is not clear.To clarify the underlying meaning is the base of validly and accuratly studying of other corresponding issues.In the connotation of basic endowment insurance in agricultural and pastoral areas,it is still necessary to highlight the country's leading position and financially strong support,emphasize the mandatory laws and regulations.Its object must cover all farmers and herdsmen.Its content is limited to guarantee the basic livelihood of rural and pastoral areas people.In the beginning we shoule adhere to the principle of a low starting point for the beginning stage,individually establish the payment of the age criteria and appropriately lowe the calendar-age standards.The fund-raising base and fund-raising standards than other basic endowment insurance should be significantly lower,and set up a different grade of moderate in line with China's rural and pastoral areas of specific economic development.
