摘要
废弃家电具有环境危害性与资源再生性的双重属性。促进家电消费政策的实施对于扩大消费、拉动内需已起到了明显效果,但是在政策实施过程中,在涉及废弃家电再循环利用的回收处理环节也出现了税收优惠、财政补贴、价格分歧等问题。在未来该项政策继续实施的过程中,应通过总结实施"家电以旧换新凭证"的经验与不足,建立"家电产品身份证"与"废弃家电处理联单"制度;强化生产者的环保经济责任,建立废弃电器电子产品处理基金;制定整体性行业发展规划与系统性支持政策,推进废弃家电再循环利用的产业化发展;加大对电子废弃物危害及其治理的宣传,推动社会综合治理机制的形成等措施,有效解决这些问题并推进废弃家电再循环利用体系建设。
Waste household appliances have twofold attributes of environmental hazard and renewable resources.The implementation of policies to promote consumption of household appliances for the expansion of consumption and stimulate domestic demand has got an obvious effect,but in the policy implementation process,some problems as tax incentives,financial subsidies,the price differences and other issues have occurred in reclamation and disposa links which involves the recycling of waste household appliances.In order to effectively solve these problems and to bulid the recycling system of waste home appliances,summarizing the implementation experience and lack of the replacement Certificate of household electrical appliances and building the systems of household appliances ID and waste household appliances treatment certificate,strengthening the economic responsibility of producer environmental protection and establishing the waste electrical and electronic products treatment funds,promoting waste household appliances recycling indusial development by formulating the whole industy plan and systematic support policies,increasing the propaganda of waste electronic products hazards and its treatment and promoting the formation of social comprehensive treatment mechanism should be put into effect during the process of the policy being Continuously implemened in the future.
