摘要
新时代加强基层先进军事文化建设是铸牢军魂的现实需要、履行使命的重要保证、调整改革的客观要求和培育官兵的基本途径，各级必须准确把握加强基层先进军事文化建设的目标要求，充分发挥先进军事文化的铸魂育人、导向激励和凝神聚气功能，大力建设特色强军文化，为提升部队实战化水平、全力干好维稳大事、为推进现代化建设提供强有力的精神力量。
In the new era, strengthening the construction of advanced military culture at the grassroots level is the need to cast the soul of military personnel, the guarantee to fulfill im- portant mission, the objective requirement to adjust and reform, the basic way to train of- ricers and soldiers. It must be made clear that the aims and demands of strengthening the construction of advanced culture be accurately understood, to give full play to the advanced military culture of casting the soul education,directive incentive at all levels given full play. We should vigorously construct army culture characteristics, enhance the level of army com- bat,to achieving all-dimensional stability promote the modernization construction and pro- vide a strong spiritual power.
