摘要
“一带一路”倡议已成为新一轮国家区域战略的重中之重，要求各沿海港口城市加快构建现代化的综合交通运输体系，全面提升交通运输的保障能力和服务水平，充分发挥交通运输的基础保障和先导作用。本文根据港口城市交通资源布局特点，开展了以问题导向、需求导向和目标导向为原则的港口城市综合交通发展战略框架设计工作，并以连云港市为例对战略框架进行实例研究，明确战略定位、发展思路和发展目标，提出发展重点与对策。本文对于研究制定类似港口城市综合交通运输体系战略方向和战略重点具有一定的借鉴意义。
The Belt and Road Initiative has become a priority among current national strategy in China, which put forward requirements for the coastal port city to accelerate the construction of modern comprehensive transportation system, and to enhance the transport capacity and service level. According to the characteristics of port city traffic resource layout, this paper carried out the design framework for the comprehensive transportation development strategy of port city on the goal oriented; taking Lianyungang as an example, an principles of the problem oriented, demand oriented and empirical study was made on the strategic framework; clarified the strategic positioning, development ideas and development goals; put forward the development priorities and countermeasures. This paper has certain reference significance for the research of the strategic direction and strategic focus of the comprehensive transportation system of similar port cities.
