摘要
基于排污许可证与现有环境管理制度的关联,讨论了其作为核心管理制度的持续改进。提出应当从管理对象能力、监测数据采信、环保数据精度、排污总量核定等方面进行改进,进而建议应当引进大数据分析的原理,提升排污许可制度的数据收集、整合、分析和展现。
Based on the relationship between the permit system for controlling pollutants emission and the existing environmental management system, the continuous improvement of this core management system was discussed. It was put forward that improvements should be made from management object ability, monitoring data adoption, environmental data accuracy and total emission assessment. It was also proposed that the principle of big data analysis should be introduced to improve the data collection, integration, analysis and presentation of the pollutant discharge permit system.
