摘要
教育政策执行碎片化是基于政府行为的角度对教育政策失真现象的归因分析。本文借鉴整体性治理的理论精髓,并以异地高考政策执行为案例,对教育政策执行碎片化问题进行探析。教育政策执行碎片化主要表现为央地关系碎片化、同地关系碎片化、部际关系碎片化和政社关系碎片化。通过统一教育政策执行目标、增强教育政策执行合力、提高教育政策执行协同性以及提升教育政策执行凝聚力,可有效地防治教育政策执行碎片化问题。
The fl'agmentation of educational policy implementation is an attribution analysis of the distortion of educational policy based on the behavior of government. This article draws lessons from the essence of the theory of holistic governance, and takes the implementation of the policy of college entrance examination as a case to analyze the fragmentation of the implementation of education policy. Fragmentation of education policy implementation mainly manifested in the fragmentation of relations between central and local governments, the fragmentation of relations with other countries, the fragmentation of inter-relations and the fragmentation of political- social relations. By unifying the implementation of educational policies, strengthening the cooperation of educational policies, improving the coordination of educational policies and enhancing the cohesion of educational policies, we can etfectively prevent and combat the fragmentation of educational policyimplementation.
