摘要
目前,我国区际排污权交易市场尚不完善,排污权交易难以成为调节区域间减排压力的有效途径。将既定的初始排污权分配方案作为目标方案,设置过渡期,建立初始排污权的过渡性配置方法。将减排压力分解为由总量削减而导致的"总量减排压力"和由配置结构变化所导致的"结构减排压力",按照单调性、平稳性、总量控制等原则,构造过渡期内初始排污权配置的时间序列函数。将区际减排压力的方差最小化作为目标,建立排污权时间序列函数的优化模型,求解初始排污权配置的最佳过渡方案。初始排污权的过渡性配置,可对刚性减排压力进行缓冲和平滑,与"产业调整"和"污水治理设施建设"等减排措施产生成效的渐进过程相匹配。
At present, regional emission trading market of China is not perfect, which makes emission trading difficult to be an effective way to adjust inter regional emission reduction pressure. The given emission right allocation scheme is taken as the goal and the transition period is set, then an initial emission right transitional allocation method is proposed. The emission reduction pressure is decomposed to be "total emission reduction pressure" caused by the total emission right reduction and "structure emission reduction pressure" caused by the structure adjustment of emission right allocation, and in accordance with the principle of monotonieity, stationary, total control, the emission right transitional allocation time sequence function in the transition period is constructed. The optimization model of the time sequence function is established taking the minimum variance of regional emission reduction pressure as the goal, which is used to solve the best transition scheme of initial emission right allocation. Through the transitional allocation of initial emission right, rigid emission reduction pressure is buffering and smoothing, and the gradual effective process of emission reduction measures such as "Industrial adjustment" and "sewage treatment facilities" etc. is matched.
