摘要
自国家批复长吉图规划以来,吉林省委省政府高度重视,全省各地、各部门认真落实推进,已经取得一些明显成效。但在具体实施过程中仍存在一些制约因素,如吉林省长吉图办职能定位尚不明晰;有的地区和部门对长吉图战略仍然不够重视;整体协调推进长吉图战略实施的态势仍未形成;长吉图战略的区位优势与产业优势尚未有效发挥;先行先试政策突破难度很大;缺乏强有力的金融支撑。基于以上制约因素,提出了推进长吉图战略深入实施的几点建议,即进一步强化省长吉图办权力职能;进一步明确长吉图战略推进重点方向与阶段目标;积极争取国家支持;强化金融财政支持;尽快建立长吉图战略实施政策支撑体系;全力推动长吉图国际大通道畅通工程;打造图们江区域对外开放合作平台;促进区域产业联动发展;加强对重大项目的选择与谋划。
Since Changjitu plan had been approved, Jilin provincial government attached great importance to it, and many localities and departments achieved remarkable results.During the process, there are some factors restricting the development. Such as the function of Changjitu Strategy Implementation Leading Group Office is not clear, some localities and departments still do not pay enough attention to Changjitu strategy, the implementation situation of Changjitu strategy has not been formed yet, regional advantages and industrial advantages of Changjitu strategy has not been developed effectively, breakthrough of policy is difficult to achieve and the lack of strong financial support. Based on the above constraints,some proposals have been put forward to promote the implementation, which are further strengthening the function of Changjitu Strategy Implementation Leading Group Office, further clarifying the key direction and goal, seeking national support actively, strengthening financial support, establishing policy support system, promoting the Changjitu International Channel Project, creating a platform of opening up and cooperation for the Tumen River Regions, promoting regional industrial linkage development and concentrating on the selection and planning of major projects.
