莫道四月芳菲尽,满苑细雨润奇葩。应此时节,正值《中国医院管理》创刊十周年之际,贵刊编辑部约我撰写一篇有关军队医院改革的文章。首先,我代表总后卫生部和全军广大医务工作者对《中国医院管理》创刊十周年为读者作出的贡献表示热烈的祝贺!并祝愿贵刊在90年代里,在繁荣我国医院管理学术,建立中国社会主义特色的医院管理理论体系等方面取得更大的成绩。
After looking back on the course of the past ten years' reforms of army hospitals, the article proposes that henceforth and particularly in 1990s the general trend of reforms of army hospitals should include: adopting the modernization programme as the central task, taking the increasing of the troops' combat effectiveness as the basic criterion, strengthening the management, deepening reforms, and continuously raising the guarantee function of health service. Unceasing progress should be made in these aspects: 1. formation of regional network of the guarantee system. 2. institutionalization of the managerial work, 3. modernization of special technological centers. 4. standardization of funds supply, 5. scientific distribution of hospitals and departments. 6. rationalization of personnel structure, and 7. making ideological and political education systematic and regular.
